Darius has begun restricting access to the reflecting pool after several visions contradicted the official caravan schedules. He fears that public readings will reveal his family's long practice of editing route records.
The deep cistern is losing water despite no visible leak. Engineers blame evaporation, while the Pilgrim's Ash claims something below the fortress is drinking from the aquifer.

Fresh water is carefully rationed during prolonged sandstorms, and reliable pack animals are scarce after the seasonal sand-geysers begin. The settlement has enough food for ordinary traffic, but not enough to sustain a large army or a stranded expedition for long.
