Cloud-Eye Bastion
Cloud-Eye Bastion clings to a high shelf above the Whistling Canyons, its outer walls black with frost and soot from old signal fires. The settlement is less a village than a fortified instrument, with sleeping quarters, a mess, a scry-lens laboratory, and a deep signal vault buried through the mountain. Its people watch the skies for storms, armies, and planar ruptures, while carefully avoiding the one threat their founders ordered them not to name.
Cloud-Eye Bastion
A frozen watchpost where every warning is measured before it is allowed to travel.
“Cloud-Eye Bastion is quiet in the way a drawn bow is quiet. High-altitude wind screams through iron braces, carrying the taste of snow and sun-baked stone from the Whistling Canyons below. Brass needles click behind glass, signal lanterns pulse in shuttered chambers, and every conversation seems measured against the next alarm. Soldiers sleep in shifts, observatory staff work by blue witchlight, and no one leaves a door unlatched.”

Geography
Culture
Cloud-Eye Bastion teaches that preparation is a form of mercy. Everyone is expected to report irregularities, obey signal discipline, and sacrifice comfort before safety. This doctrine has hardened into suspicion. A person who asks too many questions about withheld readings may be treated as a greater danger than a storm. Trust is earned through repeated duty, not warmth, rank, or friendship.
Entertainment is restrained and practical. Soldiers carve wind patterns into bone, observatory workers trade annotated weather charts, and the mess hall hosts quiet contests in signal code, knotwork, and long-distance listening. Travelers sometimes bring music from Canyon Gate, but instruments are wrapped in wool to keep the wind from stealing their notes. The most admired art is a perfectly maintained brass instrument that never misses a reading.
History
Government
The Bastion's warning array has been quietly suppressing reports of a recurring resonance high above the eastern clouds. If the readings are genuine, something is approaching through the upper air. If they are false, revealing them could cause panic and collapse a vital trade route.
Three signal technicians vanished after inspecting an old resonance chamber below the observatory. Captain Marr sealed the passage, but the Observatory Circle believes the missing workers found evidence that the restricted warning protocol was created for a living threat.
Economy
Fresh food, warm clothing, replacement lenses, and skilled repair labor are scarce. A broken brass component may delay a warning for days because the nearest reliable machinists work at Sky-Sultan's Roost or Canyon Gate.
Defenses
The Windwatch Detail is a compact garrison of soldiers, scouts, and signal technicians trained to identify airborne threats, hostile caravans, planar disturbances, and dangerous weather shifts. They are better at observation than open battle, and their commander has quietly restricted patrols after several personnel disappeared beyond the eastern ledge.
Law & Order
- crime Level
- Low among stationed personnel, moderate among travelers and contractors. Theft, sabotage, and falsified reports are more common than violence.
- enforcement
- The Windwatch Detail investigates internal crimes, while Captain Marr adjudicates urgent matters. Serious cases are referred to Canyon Gate or higher Verulanan authorities, though evidence can disappear during long signal delays.
- typical Punishment
- Confiscation of pay, confinement in the lower barracks, suspension of travel privileges, and public reassignment to dangerous exterior maintenance. Sabotage of a beacon or scry-lens can bring imprisonment in Canyon Gate.
