Lowmere is a Caninxa town built on a shallow rise above the Ambergrass Plain, where three old caravan tracks meet beside a dependable spring. Its compounds are low and broad, arranged around shared courtyards, with wind towers lifting cool air through shaded sleeping dens. The town's unusual prosperity comes from guiding travelers safely across the plain. Its unusual danger comes from the fact that someone has begun deciding who is allowed to leave.

A person is considered trustworthy when others can see where they are, hear what they say, and know who shares their air. Privacy is treated as a useful necessity but also a dangerous temptation. Caninxa residents value hospitality, mobility, and practical courage. They dislike locked rooms, solitary authority, and anyone who claims that secrecy protects the community better than open disagreement.
Lowmere favors public performance over private display. Storytellers stand on raised platforms, dancers use long strips of dyed cloth to imitate wind, and musicians perform from tower balconies so sound travels across the courtyards. Caninxa children learn a family's history through movement before they can read it. The most admired artists are those who can make a crowd act together without giving an obvious command.
History
Government
The eastern road has been closed for six weeks after several travelers disappeared. The council claims bandits are responsible, but no bodies, ransom demands, or surviving witnesses have been found. Merchants are threatening to bypass Lowmere entirely, while desperate families are attempting the road without permits.
A wasting cough is spreading through the western sleeping dens. The Breathwardens blame contaminated air from an abandoned wind tower, while the Quiet Hand insists outsiders brought the illness. Both claims are partly true, and panic is turning neighbors against one another.
Economy
Iron is expensive, and good timber is rarer still. The town's deepest scarcity is trustworthy information. Travelers increasingly arrive with conflicting route reports, while residents discover that messages sent beyond Lowmere sometimes never reach their destination.
Defenses
The Dustwatch is a rotating force of caravan guards, hunters, and older runners. Members serve one month each year, drilling with spears, shortbows, shields, and signal pennants. They are excellent at pursuit and warning, but poorly equipped for a pitched battle. Their captains answer to the council rather than the town's elected leader, creating dangerous delays during emergencies.
