Passage
Passage is a lakeside city of roughly thirteen thousand people, built where western roads, Lake Galifar shipping, and House Orien's lightning rail converge. It is Aundair's western gateway and the largest urban stopping point before the Eldeen frontier. Its streets climb from busy quays into crowded markets, rail yards, old temples, and fashionable villas. Every district depends on movement, yet wartime restrictions have made movement the city's most guarded privilege.
Passage
A lakeside city where every road has a price and every delay has an owner.
“Passage feels like a city holding its breath between departures. Lightning rail bells, wagon wheels, lake horns, and shouted military orders overlap from dawn until well past midnight. Everyone is moving, waiting, or trying to make someone else wait. Aundairian polish survives in bright coats, clever signage, and excellent pastries, but the war has taught residents to watch manifests more closely than faces. Every delay has a story, and most of them are lies.”

Geography
Culture
Passage admires competence more than pedigree, provided competence knows when to bow. Residents value punctuality, mutual aid, and the ability to read a contract before signing it. They are proud to be Aundairian but wary of distant nobles who treat the city as a convenient western gate. The common saying is, 'A road belongs to whoever keeps it open,' which makes House Orien both beloved and quietly resented.
Passage favors practical spectacle. Street performers imitate lightning rail conductors, illusionists stage miniature battles across painted lake water, and musicians compose songs around departure bells. Wealthy visitors attend masked salons in lakeside villas, while teamsters prefer dice, wrestling, and competitive storytelling at the taverns. The city's most respected artists are sign-painters and mapmakers, because a beautiful route marker can save lives when fog, darkness, or war closes the roads.
History
Government
Contradictory transport orders are causing food, soldiers, and replacement parts to arrive at the wrong destinations. The magistrate blames clerical sabotage, while House Orien quietly edits schedules to protect its own routes.
A string of disappearances among unlicensed carters has made the western roads dangerous. The Lantern Office claims the victims were smugglers, but the Free Carters' League insists they were witnesses to military theft.
Economy
Reliable draft animals, healing supplies, and unregistered rail cargo are all scarce. The city can obtain almost anything through official channels, but wartime paperwork turns simple purchases into contests of patience and influence. Temple healers are especially strained because wounded soldiers, exhausted laborers, and travelers injured by sabotage all arrive at once.
Defenses
The Passage Transit Guard is a mixed force of Aundairian soldiers, city watch, House Orien security staff, and veteran caravan outriders. It is trained for sabotage, smuggling, riot control, and convoy defense rather than open battle. Its officers answer to the city government, though House Orien routinely supplies equipment, intelligence, and inconvenient orders.
Law & Order
- crime Level
- Moderate, with spikes around the rail yards, freight warehouses, and western gates. Smuggling and forged travel papers are common, while violent crime is usually tied to military cargo, faction disputes, or desperate travelers.
- enforcement
- The city watch handles ordinary disputes, the Passage Transit Guard protects transportation infrastructure, and Lantern Office agents investigate wartime threats. Their overlapping authority creates confusion that clever criminals exploit and honest citizens fear.
- typical Punishment
- Fines, confiscation, public labor, and temporary imprisonment are common. Sabotage, desertion, and unauthorized movement of military goods can lead to hanging or transfer to a military tribunal.
