The Green Banner Compact
For its first two generations, the Compact functioned as a mutual-aid society focused on canal repairs, seed sharing, and collective bargaining. It gained influence during the Seven Dry Years, when its water ledgers proved more accurate than Crown records and prevented several villages from being abandoned. Its first major triumph came when the Crown Oasis repealed a decree requiring all terrace water to pass through Crown-licensed gates. The Compact's second era began with the arrival of the Salt-and-Sun Consortium, whose investors built private reservoirs and purchased debt claims from desperate farmers. The Compact responded by forming permanent legal, logistical, and defensive branches. Its watershed moment was the Reedfire Uprising, eighty-three years ago. After Crown troops seized the harvest of nine settlements, Compact members cut the western aqueduct and set fire to the dry reed beds around the military depot. The blaze trapped the garrison without killing most of its soldiers, but the act made the Compact a power that could no longer be treated as a rural petitioning society. The Crown granted a partial restoration of customary water rights in exchange for peace. Since then, the Compact has lived with a contradiction: it is officially tolerated as a rural civic body, yet its authority rests on the memory that it can paralyze the oasis. In recent decades, the coalition expanded into labor villages and outer valleys, changing its character. Old terrace families want preservation, while landless workers demand redistribution. The current drought has exposed both the Compact's strength and its limits. Its records reveal where water should go, but not everyone accepts that historical custom is morally sufficient when entire communities are newly dependent on the canals.
