For decades after the Silt Famine, the Free Companies remained a loose collection of dive crews and contraband runners. Their first major triumph came when they broke the blockade of Port Qamar during the Brine Tax Crisis, transporting food, medicine, and condenser parts through storm channels while publicly claiming to be salvaging wreckage. The operation made them indispensable to the harbor and infamous across Verulana. Their watershed moment was the Night of Nine Lanterns. A customs flotilla arrived to arrest the alliance’s captains and seize the Lantern Below. Nine dockside lanterns were extinguished in sequence, signaling every Company crew to act. Divers collapsed harbor gates, pearl-cutters blocked the channel, and privateers drew the flotilla away while civilians hid the alliance’s ledgers. By dawn, the customs ships had withdrawn, three officials had defected, and the Companies had become too economically valuable to destroy without harming Port Qamar itself. The following decades brought wealth and corruption. The Companies opened routes into dangerous silt channels, carried elemental reagents for Aquifer Houses, and sold passage to people who could not safely use official roads or Gild-Ways. Their success attracted ruthless captains, foreign agents, and merchants who treated the Compact as a protection racket. A failed expedition into a submerged ruin, known as the Drowning of the Saint’s Wake, killed two founding families and left behind a cache of unstable artifacts. The surviving captains concealed the cargo rather than surrender it. Today, the alliance is prosperous, armed, and increasingly divided. Some crews still believe in Samira Qamar’s principle that the coast survives by mutual obligation. Others see the Compact as a ladder toward private dominion over Port Qamar and the Sapphire Silt Coast.
