The Dawn Survey
The Dawn Survey's first decade was marked by genuine achievements. Its teams reopened two caravan routes, stabilized three collapsing wells, and created a standardized system for recording desert vents and magical pressure zones. The bureau gained praise from merchants and suspicion from local rulers. Its watershed moment came in 1281 TF during the Seven Wells Crisis. A Survey expedition detected a chain of subterranean aquifer channels beneath land claimed by four Verulanan houses. Rather than release the findings, the Commissioners offered each house a separate contract. When the nobles discovered that the proposed agreements granted Arcanterran administrators control over the entire water network, they united against the bureau. The resulting standoff nearly became a war. Imperial negotiators prevented open conflict, but the final settlement allowed the Survey to build three permanent beacons and collect transit duties. From that point onward, the bureau ceased to think of maps merely as records. Maps became instruments of jurisdiction.
